Dear Assemblymember Santiago:

I am writing in support of AB 913. This bill will help protect students on our college campuses by ensuring that campus and local law enforcement have agreements in place outlining their responsibilities related to sexual assaults and hate crimes.

Sexual assault is an epidemic at our nation’s colleges that requires vast improvement in how schools and law enforcement respond to student complaints. The U.S. Department of Education’s Office for Civil Rights is currently investigating 106 postsecondary institutions – including Occidental, UC Berkeley, UCLA, and USC – over allegations of mishandling sexual violence complaints. The White House Task Force to Protect Students from Sexual Assault has indicated that cooperation between local and campus law enforcement agencies is critical for properly handling sexual assault cases. I applaud AB 913 for requiring campus and local law enforcement in California to designate in written agreements which agency is responsible for investigating sexual assaults and hate crimes.

This important measure will help protect students, address the needs of survivors, and ensure prompt, thorough, and fair responses to allegations of misconduct.
