Support SB 665 (Block): Addressing Rape and Sexual Assault

Dear Senator Lara:

I am writing in support of SB 665 authored by Senator Marty Block. This bill will provide much needed student education and independent oversight of the Title IX process to address and prevent abuses at our state’s institutions of higher learning.

I applaud this measure requiring the Attorney General to create an oversight office, which would receive and investigate complaints about a California postsecondary educational institution’s noncompliance with Title IX of the Education Amendments of 1972. This state office would be the first of its kind in the nation and would provide crucial outside review to ensure institutions are properly following federal law and working to end sex discrimination. Additionally, this bill will help inform college students about rape and sexual assault through educational programs and posters.

While SB 665 focuses on the sexual assault epidemic at our state’s colleges and universities, there are opportunities for oversight office to address all Title IX abuses affecting students in coordination with the appropriate existing agencies.

California should once again lead the charge in protecting students and promoting equality in our institutions of higher learning. I am proud to support SB 665 and I strongly urge your support on this important bill.

For these reasons, I support SB 665.
