RE: SB 429 (Jackson) – Title IX Instructional Videos

Dear Senator Jackson:

I am writing in support of SB 429 which would require the California Department of Education (CDE) to develop an informational Title IX training video to help schools and school districts become Title IX compliant. It has became clear that many school districts are often unaware of their legal obligations under Title IX, especially as they pertain to protection against gender bias, gender-based harassment, sexual harassment, and sexual violence.

I appreciate that SB 429 fulfills the recommendation that requires school boards and superintendents offer optimal training to administrations on Title IX policies and practices. I share your concern about this issue and look forward to the future implementation of other Title IX Checklist recommendations such as: an annual oversight hearing to ensure the California Superintendent of Public Instruction and local school districts are following Title IX standards; that each school board hold annual meetings to evaluate the status of Title IX implementation for their district using the Title IX Compliance Checklist; for the California School Board Association to collaborate with the State Superintendent of Public Instruction to offer training, templates for communications and other practices. Together, these recommendations will ensure that Title IX is implemented and help in evaluating each school district’s progress regarding Title IX regulations.

I support SB 429 as it would provide a modest, cost effective and easily accessible training tool for school administrators, teachers and staff to help ensure our public schools are compliant with Title IX and are providing an equitable and gender discrimination-free learning environment.
